Governor Janet Napolitano signed House Bill 2788, creating a nine-member state commission on civic education and civic engagement. United States Supreme Court Justice Sandra Day O'Connor (Ret.) and Ariz. Chief Justice Ruth McGregor also attended the daylong event, "Strengthening Civic Mission of Arizona Schools Through Partnership" which brought together local, state and national leaders to discuss strengthening civic education in Arizona schools.

Civic Education and Engagement Cmmission
The Arizona Legislature passed HB 2788 that was signed into law by the Governor createing a 9-member civic education and engagement commission appointed by various government officials.

Legislature passes Flag/Constitution Display Bill requiring the display of a 3'x2' American flag and a legible copy of the US Constitution adjacent to it in every public and charter classroom in the state K-College.

The Arizona Civics Inventory was delivered in August 2005 to every public school district in Arizona to collect information about how civics and government are addressed in Arizona's School Districts. Almost 100 Arizona School Districts responded by November 1, 2005. The results of the Civics Inventory were released in late November 2005.

VISION FOR CIVIC EDUCATION IN ARIZONA –
Civic Education should help young Arizonans acquire and learn to use the skills, knowledge, and attitudes that will prepare them to be competent and responsible citizens throughout their lives. Competent and responsible citizens:

1. are informed and thoughtful; have a grasp and an appreciation of history and the fundamental processes of American democracy; have an understanding and awareness of public and community issues; and have the ability to obtain information, think critically, and enter into dialogue among others with different perspectives.
2. participate in their communities through membership in or contributions to organizations working to address an array of cultural, social, political, and religious interests and beliefs.
3. act politically by having the skills, knowledge, and commitment needed to accomplish public purposes, such as group problem solving, public speaking, petitioning and protesting, and voting.
4. have moral and civic virtues such as concern for the rights and welfare of others, social responsibility, tolerance and respect, and belief in the capacity to make a difference.
